Digital transformation and data ecosystem: implications for policy actions and competency frameworks

Summary/Abstract: The article discusses EU policy for digital transformation and the associated development potential. The article aims to critically analyse the current progress of the operationalisation and implementation of the relevant policies. It is followed by the recognition of the challenges that can contribute negatively to the necessary strategic objectives and obstacles that may hinder reaching the policy goals. In particular, a significant obstacle may be a major deficiency of adequately prepared experts ready to work in new roles in a dynamically developing data ecosystem. A remarkable example is the role of the Data Steward. This role is essential for fostering the rapid development of the data ecosystem in the EU. We propose creating a universal competence framework for Data Stewards to streamline human resource allocation. The article proposes a basic outline of the necessary skills and competencies ensuring effective data stewardship.
