Summary/Abstract: The target of the current social policy typical of democratic societies with developed market economies is to equal chances for successful entrance into the life and ensure a decent standard of living for everybody. This aim can not be reached without active social policy carried out by the state. The issue is determining the scope and means of the services provided.
