Summary/Abstract: As a result of market failure, the public sector is a significant part of each economy. The function of the public sector is to provide public goods and services to citizens as well as to remove the consequences of market failure (negative externalities). An important part of the public sector’s function is providing social services. Social services have key importance in an individual’s life and this importance is likely to increase in future.
