Part II. On certain quite significant problems in the Bulgarian translations of EU legal acts

Summary/Abstract: The Bulgarian translations and the use of some most fundamental concepts of EU law in Bulgarian give rise to a number of problems. The term “introduction” is completely wrong with regard to any provision of EU law, including the directives. The principle of immediate applicability must not be rendered as “immediate/direct operation/application” or confused with “direct effect”. The only correct way to refer to the adoption by a Member State of the set of measures required by a directive is as “transposition”, not as “implementation” and by no means as “introduction”. The principle of “primacy” must be used exactly as it is and not as “priority” or “supremacy”. The “general principles” of EU law must not be translated as “common principles” because only some of them are regarded as “common to the constitutional traditions of the Member States”. “Scope” and “field of application” must be treated as synonymous.
