Summary/Abstract: Motivation Preceding research on the external conditions of public cultural institutions prompted us to delve into the internal conditions of individual establishments.AimThe objective of this study is to address the question of whether and how internal regulations governing theaters, grounded in financial, organizational, and creative autonomy, influence the financial and substantive performance of public cultural institutions. To fulfill the study's objective and respond to the research question, we analyzed cultural institutions in the context of their system. Additionally, the financial and substantive position of the theaters under investigation was analyzed.ResultsThe absence of clear process and entity requirements has an impact on the reliance of public cultural institutions' performance on individual, internal organizational arrangements, implying the need to standardize these processes through a reform of these institutions. Attention should be paid to the transparency of public spending, organizational culture, and effectiveness of public cultural institutions. Under the current legal framework, the study revealed a significant discrepancy in the outcomes of the theaters studied.
