Summary/Abstract: The public administration is as old as the state itself, because its general task was, and still is, to organise the practical execution of the state’s responsibilities. Despite thousands of years, the dogmatic foundations of the public administration are far from solid, because they were, they are and they will most likely continue to be in a state of constant change. The study aims to contribute to the clarification of dogmatic foundations by defining four concepts built on each other: the state, the organization, the administration and the public administration.
