Poland's Position about the EU Institutional Crisis

Summary/Abstract: The article discusses Poland's position with regard to EU institutional reform during the "period of reflection" (2005–2007), with particular emphasis on the period of the German presidency in the second half of 2007. The analysis is preceded by a short recapitulation of the negotiations that led to the Treaty establishing a Constitution for Europe during the International Conference in 2003–2004. The author shows how the Polish negotiating position took shape, without an in-depth appraisal of the individual voting systems for the Council – the main subject of dispute.
