Summary/Abstract: The article addresses the issue of planned changes in the regulations establishing block exemptions for horizontal cooperation agreements. The analysis covered draft regulations establishing block exemptions for research and development agreements and specialization agreements as well as guidelines on the application of Art. 101 of the Treaty on the Functioning of the European Union to horizontal cooperation agreements addressed to public consultations. The aim of the article is to analyze selected changes designed by the European Commission and to assess their impact on EU competition law.
