Summary/Abstract: A free zone is a particular area within a country's borders where customs legislation is partially or not applied. Free Zones are places where government intervention is minimal, and some incentives are provided to expand trade and production. Free zones in the world started with creating free zones by trade colonies close to large consumption areas. The first example of a free port was established in Italy in 1547. In Turkey, with the entry into force of the Free Zones Law No. 3218 in 1985, the first free zones were found in the provinces of Mersin and Antalya. Energy has been one of the basic needs of societies throughout history. The lack of an increase in oil reserves in response to energy consumption demand increases foreign dependency in energy. The largest share in Turkey's foreign trade deficit belongs to energy imports. Filyos Valley Project is seen as potential and important in reducing foreign dependency in energy. Filyos Valley Project, which is the subject of the study, is the name given to the free zone, free industrial zone, port and the entire expansion area.The study's primary purpose is to examine the possible contributions of the Filyos Valley Project to the economy of the region and the country in the context of free zones. For this purpose, the qualitative research method was preferred, and printed and electronic materials were examined and evaluated as document analysis in data collection. One of the main results of this study is that the Filyos Valley project, which is a national investment project, can become an energy, technology and logistics base. Secondly, with the potential to meet 30% of energy imports, especially thanks to Black Sea Gas, it can make significant contributions to both the regional and national economy, especially in basic issues such as investment, employment, trade and energy.
