USE OF NEW TECHNOLOGIES IN ARMS AND HUMAN RIGHTS

Summary/Abstract: The IT revolution has fundamentally changed the lifestyle of people in almost all spheres. Advances in science and technology create both opportunities and threats to international peace and security. The analysis of the legal and moral aspects related to the use of innovative weapon systems is particularly important, because these areas will decide on their introduction. The work is an analysis of selected issues related to the use of innovative weapon systems, especially legal and ethical aspects, because they have a significant impact on the future development of new types of weapons. The aim of the article is to determine the compliance of legal regulations with the use of innovative weapon systems and to analyze the impact of their use on human rights. An additional aim of the work is to focus on the concept of human dignity in relation to technological innovations. The main research problem of the work was defined in the form of a question: Is the use of autonomous combat systems compatible with human rights? The main hypothesis was adopted in the work, which assumes that the use of innovative military systems based on artificial intelligence may contribute to the violation of human rights. In the development of this work, extensive literature in the field of robotics, psychology and law was used. Domestic and foreign literature has been used, but most of the work is based on foreign items, because the topic has not been widely presented in Poland. The paper uses the institutional and legal method used to present the legal aspects related to innovative weapon systems. The system analysis method was also used, which aimed to determine the military significance of innovative weapon systems by identifying and considering available information and comparing the expected further consequences and effects related to its use. The development of innovative weapon systems is inevitable because it is closely related to the development of technology and artificial intelligence.
