Summary/Abstract: From the day of the surrender of Ulcinj to Montenegro by the Ottoman Empire on 26 November 1880, the strategy policy of the Montenegrin state was to change the ethnic structure in this province, which was dominated by the Albanian population. In relation to this issue, there is a rich material in the State Archive of Montenegro, which is little known to the Albanian public. This paper, will present interesting data that prove the settlement of the Slavic population, respectively the colonization of the territory of Ulcinj and its surroundings, from 1881 to 1900. We are dealing with the process of colonization first in the district and then in the city of Ulcinj, where about 400 settler families have settled, from different places in Montenegro. A special event is the colonization of Mount Brisa, where a special law was approved in the Assembly of Montenegro (1910) for this matter. As a result of such an action by the Montenegrin government and administration, the ethnic structure of the population changed, but Albanians still remained the majority population in this country.
