Summary/Abstract: This paper was prepared for the 1998 Conference organized by International Forum Bosnia in Sarajevo. At the time, the author was a Senior Associate with the Public International Law and Policy Group. This paper examines US decisionmakers with regard to the war in Bosnia-Herzegovina (1992-1995) and argues that they had established some key paradigms early in the process and that their reliance on these flawed basic paradigms predisposed them to certain policy choices which proved largely ineffective. The focus here will be on key loci of decisionmaking on this issue in the US government, specifically on the Administration – including the Department of State and the Department of Defense – as well as on Congress, which helped shape Bosnia policy both by providing advice and evaluations and through its power of the purse.
