Patriotism as a Proposal for Defining the Mission and Vision of the Civil Service Personnel Management

Summary/Abstract: This article is an attempt to reflect on patriotism as a required attitude among Polish officials. This especially relates to the issue of the human resource management strategy in the Polish civil service, which is subject to the following normative documents: the current plan for the years 2011-2020. The author argues for the need to use the definition of a patriotic attitude when framing the mission and vision of the Polish civil service. In his view, the current strategy of the civil service personnel management is characterised by a certain minimalism, which, in light of both the current Constitution and modern management theory (with particular emphasis on the management through missions), does not seem to be well-founded. However, a more adequate proposal, though not one without some difficulty, suggests that patriotism, as an attitude, allows for a richer content of the mission and vision of the Polish civil service.
