Summary/Abstract: The main purpose of this article is to characterize crisis management at different administrative levels. The first part of the article presents the essence of crisis management and the legal conditions. In the next part, the crisis management system in Poland was briefly characterized. Then the characterization of crisis management at different levels of public administration was made, along with a description of the tasks of the bodies responsible for crisis management at each level and the main planning documents in this regard. In conclusion, it was pointed out that the most important thing is to focus on preventing and anticipating threats and eliminating their sources. The main research problem was formulated: To what extent does the functioning of crisis management affect state security? Corresponding to the research problem posed, the following hypothesis was adopted: all aspects of crisis management are implemented to ensure the safety of the civilian population in a given area, the greater the efficiency of the functioning of the crisis management system, the higher the level of state security. Verifi cation of the above hypothesis and obtaining answers to the above questions required the use of qualitative methods including critical analysis of legal acts, as well as selected items of literature on the subject.
