Summary/Abstract: The specificity of human resource management in public organizations is an issue rarely taken up by experts in the field of management, but in the author’s opinion it is a very important subject, because it is also a kind of symbol of the maturity of democracy of a country and an indicator of the stability and professionalism of the civil service. Human resource management in public organizations links the productivity of a civil servant and his or her qualifications – obviously – with the possibility of holding a higher position. This publication points out conclusions relating to the issue of raising the qualifications and quality of work of people working in the public sector, including the fact that in order for employees to achieve good results it is necessary to create an integrated training system based on the development of competencies that enable a rapid response to the changing situations in the state, etc.
