Summary/Abstract: The Covid 19 pandemic, which broke out in early 2020, has caused multiple crises, both nationally and in Europe. The first consequences of the Covid 19 Pandemic were to reduce spending on education, culture, research, certain health sectors (other than those related to the treatment of Covid 19 patients). In the face of these challenges, the need has arisen to provide direct financial support to Member States with the help of an innovator's tool. This created the Recovery and Resilience Mechanism to accelerate the implementation of sustainable reforms and public investment in Member States. The Recovery and Resilience Mechanism is the main instrument of the Next Generation EU initiative, which will provide up to € 800 billion to support investment and reform across the European Union. The National Recovery and Resilience Plan is part of a response, under the coordination of the European Union, to the crisis caused by the COVID-19 pandemic, designed to address, as we have seen above, the common European challenges by adopting the Green Plan. transition and, as well as strengthening economic and social resilience and the cohesion of the single market.
