Summary/Abstract: Objectives: Within the project "Path to mandatory health insurance for all citizens of Sarajevo Canton" - a pilot in the Municipality of Ilidža, the main goal was to improve access to public sector health services for marginalized groups by advocating the right to health care for all citizens. In addition to this, the goal was to obtain as specific data as possible from professionals who in their work encounter some of marginalized categories of users, but also to obtain information from citizens regarding mandatory health insurance and how to exercise the right to mandatory health insurance in practice, if a person, for various reasons, is left without the said right. Also, a survey of the public's views on the need to introduce free basic health insurance and suggestions on how to achieve this were made. Methods: The research was conducted using quantitative and qualitative methods, more precisely, an online questionnaire, an interview and a case study were used. One part of the research included the collection of case studies on users who came to institutions for various reasons, but were not covered by mandatory health insurance. The online survey was prepared with the aim of examining the public's views on the need to introduce free basic health insurance and the possibility of giving suggestions on how to achieve it. The online survey included 53 respondents through an online questionnaire. The goal was to assess the public's views on the need to introduce free basic health insurance and suggestions on how to achieve it. Interviews were conducted with professional associates from practice employed in six institutions in Sarajevo Canton. The case study was conducted in four institutions, and the online survey was completed by 53 users. Results: Depending on the category of user, the most common reasons for not having health insurances when the user, for various reasons, did not register on time with the records of the Employment Service of the KS, i.e. at the Employment Bureau. The most common difficulties cited when reobtaining health insurance are administrative. nature, that is, the collection of documentation in order to exercise that right, if the user can exercise the right to health insurance through the municipal service. Based on the results, it can be concluded that people from marginalized groups often find themselves in problems when it comes to using health insurance services to which they are legally entitled.
