Summary/Abstract: The programmatic answer of the European space to the new economy issues was formulated in March 2000 (during the European Council in Lisbon), when leaders of the EU member states launched the Lisbon Strategy aimed at making the EU’s economy the most dynamic and competitive knowledge-based economy in the world capable of sustainable economic growth with more and better jobs and greater social cohesion, and respect for the environmental achieving by 2010. The reform of the European economy following these targets should lead to the rethinking of the European social model in order to sustain the growth of the productivity in a knowledgebased economy. In other words it is necessary to create the premises for the stimulation of the competitive environment and entrepreneurial innovation. Within this context the European Union has to pass from the minimization of negative social consequences of structural change to a new perspective based on the modernization of the European social system and on the investment in human capital – the social policy must to become a productive factor.
