Summary/Abstract: The aim of the article is to analyze selected issues concerning the relations occurring between the process of digitization of public administration and administrative cooperation, as well as dilemmas related to the search for a new instrumentarium needed by the administration for effective administration in the dynamically changing social, economic and technological reality. The multifaceted cooperation between different actors of social life with the use of information and communication technologies (ICT) allows to change the classical understanding of the role of administration. Pandemic had an impact on the digitalisation of administration, which in turn forced a special cooperation between different administrative bodies. Digital government seeks to be a solution to global, European and national problems related to the pandemic crisis.
