Summary/Abstract: The European Union and its Member States have a Treaty obligation to combat fraud and other illegal activities affecting the EU's financial interests. The European Parliament (EP) and other EU institutions are obliged to ensure the transparency of their work in terms of access to documents, declaration of assets, disclosure of financial interests and the introduction of anticorruption and lobbying procedures. These procedures are of particular relevance in the context of the EU's ongoing investigation into a corruption scandal (the so-called Katargate) involving members of the EP. The basic anticorruption and lobbying rules and the penalties for breaching them are set out in the EP Rules of Procedure and the accompanying Code of Conduct.
