Summary/Abstract: The aim of this text is to indicate the place and role of research, innovation, education and training in the strategy of economic and social development of the European Union. The basic EU programs in the mentioned areas and the possibility of involving Yugoslav organizations in order to transfer and develop the knowledge necessary for the implementation of economic and social reforms in the FRY were specially addressed.
