Summary/Abstract: Immediately after the ultimatum given by the Soviet Union to Romania on June 28, 1940, the Soviet troops crossed the Romanian border, occupying the entire surface of North Bukovina and Bessarabia. This study shows that Moscow’s preoccupations and intentions to snatch this territory had been devised for a long time and well organized.
