Summary/Abstract: The purpose of the military occupation of Dobrogea by the troops of the Allied Powers, according to the Proclamation addressed by General Berthelot, was to ensure order during the installation of the Romanian civil authorities in Dobrogea, under the protection and control of the allied troops. The French troops will deploy in Northern Dobrogea as follows: in Tulcea on November 24/December 6, 1918, in Constanța on November 28/December 10, 1918, in Cernavodă on November 29/December 11, 1918 and in Medgidia on November 30/December 13, 1918. The Romanian civil authorities, with the support of the French military deployed in Dobrogea, after assessing the damage caused by the occupation regime to the railway, maritime and river system, with the limited resources at their disposal, will act firmly to put them back into operation.
