Summary/Abstract: The transition in East European countries has generated many theoretical peoblem, especially regarding political cultures. The conclusion is that the past, even affecting the evolution of a country, it's not a fatality, the import of institutions being possible, and those who doubt about it should seek thecauses of institutional failure in the area of their implementation and not in the "culture".
