Summary/Abstract: The publication is devoted to the question of the place of the state and citizen-user in cyberspace. Two opposite approaches are considered, each of which is based on the positions of the primacy of a state or a person in the issue of cybersecurity. The arguments of the supporters of both approaches are given and the conclusion is made about the effectiveness of their dialectical interaction in order to increase the effectiveness of cybersecurity measures.
