Summary/Abstract: The study examines changes concerning social work in the field of material needs in the context of the introduction of reforms which began in 2011 following changes to the organisational structure of labour offices and continued with the transfer of the non-insured social benefits agenda to that institution. The role of the Labour Office of the Czech Republic with regard to social work at the beginning of 2012 was restricted to the administration and payment of social benefits and was gradually expanded to include social surveys with regard to which the highest increase took place in September 2014. The study shows that although the established approaches were, on the whole, well chosen, the rapid, badly prepared and poorly communicated way in which the changes were introduced caused widespread problems which remain evident today. In addition, plans concerning the checking and increased efficiency of social benefits were not realised. Conversely, the situation resulted in higher amounts being paid out and an increase in the number of material needs benefits approved. The work is based on an analysis of public policy documents, statistical indicators on the implementation of social surveys and expenditure on material needs benefits and is accompanied by indepth semi-structured interviews.
