Summary/Abstract: In the 21st century emerge challenges and conditions in international economic policy, reinforcing the need for decisive role of global financial institutions. These are: new technology, private capital flows, the growing role of new emerging market economies, the growing role of Asian economies, democratization, globalization, the need to anticipate and prevent international financial crises and others.
