Summary/Abstract: Both the system of own resources of the EU and the financing of its policies need to be reformed so as to comply with Article 175 TFEU, from which a requirement for progressivity of the system of own resources and a sui generis primacy of the objectives of cohesion over the objectives of other policies, set out in EU acts of secondary law, can be derived.
