Summary/Abstract: By its decision taken on June 23, 2022, the Administrative Court of Appeal of Toulouse admits the appeal filed by a Romanian university against the Ordinance issued by the President of the 4th Chamber of the Administrative Court of Toulouse. The Court of Appeal reaffirms in its decision the effects of the binding force of contracts in disputes that have extraneous elements and, more importantly, the priority of application and before any substantive debate of the ratione materiae and ratione loci principles.
