Summary/Abstract: During the communist regime, the collections were purified and secret funds were created, to which the public did not have access and censorship was institutionalized. Separation of funds into: Public funds, passive funds and secret funds is not mentioned as such in the press, in specialized publications or in legislation. The normative acts transmit only the withdrawal from circulation of certain categories of publications, and the ministries issue lists of prohibited publications.
