Summary/Abstract: The European System of Central Banks and the European Central Bank (ECB) were established by virtue of art. 4A of the Treaty establishing the European Community; they carry out their tasks and carry out their activities in accordance with the provisions of the Treaty and of the State contained in Protocol 3 of the Treaty on European Union. On January 1, 1999, the Economic and Monetary Union entered the third stage, with the emergence of the European System of Central Banks instead of the European Monetary Institute (EMI). In accordance with art. 106 para. 1 of the European Community Treaty, the European System of Central Banks is composed of the European Central Bank and the central banks of the member states (national central banks).
