Summary/Abstract: Human rights are neither new, layman religion nor a privilege of rich societies, but a common language of the entire mankind, expressed through clear principles to be respected by all civilized states. The emphasis is on the protection of life and limb as well as of health of minors, which is formulated also in the documents of the VIII United Nations Congress on the prevention of criminality and treatment of offenders. Three sections are relevant in this respect: protection in criminal and other procedures, including the ones in the competence of other agencies of coercion; protection during serving the sentence and the prohibition of capital punishment. It is also emphasized that so-called states of emergency always amount to most serious real menace, first of all to physical integrity, usually of those weakest ones, in fact, children.
