Summary/Abstract: Constitutional review is one of the most important guarantees of individual rights. The Ombudsman of the Republic of Bulgaria is a constitutionally regulated body with the power to refer to the Constitutional a request to establish the unconstitutionality of a law that violates the rights and freedoms of citizens - Art. 150, para. 3. The present article examines the Ombudsman's practice of referring cases to the CC in light of the institution's other powers. Conclusions are offered on the intensity, subject matter scope and effectiveness in the use of the indirect constitutional complaint by the Ombudsman over the past 15 years.
