Summary/Abstract: The article continues the question raised in the previous publication about the structure of functional literacy as a speech activity. The article, first of all, examines the conceptual model of functional literacy itself, secondly, defines the structure and conditions for the formation of hard skills and soft skills competencies, and, thirdly, reveals the place and content of these competencies within the framework of the proposed model.
