Summary/Abstract: The hard measures of governments and incapacity of public sector were questioned in many societies due to quick spread of Covid-19 in the previous two years. Considering crisis management, public administration and voice orientation literature, this study proposed a negative relationship with public sector performance perception of citizens and their political position in regards to the governing party during Covid-19 outbreak in Turkey. Moreover, political participation and political efficacy would play a contextual role in this negative relationship. Findings of the study indicate that opponent citizens perceive a lower level of performance for public institutions during Covid-19. However, political efficacy of citizens did not amplify this relationship. While high level of political participation amplifies the negative effect of political view on public service performance, it did show a diminishing moderating role in general.
