A STRATEGY WITHOUT VISION? AN ANALYSIS AND EVALUATION OF THE STRATEGY FOR DEVELOPMENT OF THE HIGHER EDUCATION IN BULGARIA FOR THE PERIOD 2021-2030

Summary/Abstract: The current article consecutively reviews the need for a strategy for the development of higher education, the expired Strategy for the period 2014-2020, the need to update the Strategy, the current 2021-2030 Strategy, as well as makes some recommendations for the future editions of the strategic document. The main recommendations for future editions are related to a more timely start of the discussion regarding the strategy, to address the potential constitutional issue with the lack of equal treatment between the public and private (non-public) universities, as well as to the clearing up of the philosophy of the government funding and the clash between autonomy and government control.
