Summary/Abstract: Cluster development is not possible without the development of its members, in particular without the development of human capital. The social capital theory allows us to see its importance for the development of human capital of cluster members. The article presents the results of studies on the attitudes of entrepreneurs (members of the cluster) towards the development of employee competences in relation to the social capital of the cluster. The aim is also to present changes in the way entrepreneurs think about the factors of their competitiveness. In the first (2004–2006) and in the next (2019) edition of the research, a survey was conducted using a questionnaire survey and in-depth interviews. Data triangulation was applied. A comparison was made between the results of the first and last edition of the research. With the development of the social capital of the cluster, the interest of cluster members (entrepreneurs) in raising the competences of their employees increases. This interest translates into a better perception of universities as centers contributing to cluster development.
