Summary/Abstract: Migration is an important issues on European Union’s Agenda. When we talk about migration, we talk about human security or insecurity, people’s rights and about a better standard of living. People want a better life and they are determined to do anything to get it.; and a higher standard of living means – migration. We live în a world which is extremely interdependent, a world where the effects of globalisation are been considered challenges. The borders between foreign policy and internal policy have „melted“; we are not living isolated. What is important now is that local gouvernaments should have the vision of a bird, but also, în the same time, the vision of a frog. În this way, they can decide more easy how different phaenomenas can be diminished analyzing their causes în the new international context.
