Summary/Abstract: Although the reform programme of Selim III, i.e Nizâm-ı Cedid was interrupted in very short time the necessity of making reforms have been understood. The process of the reform has reached to an extended limit with the throne of Mahmud II. But the Period of Tanzimat has shown that the face of the Empire had to turn through the direction of the West. Both Mahmud II and the reformers of Tanzimat have closely realized that the inevitable relationship between the modernization of the Empire and the foundation of modern bureaucracy. As a result of this phenomenon the Sublime Porte has been a very influential actor in Ottoman politics and the political power has passed from the corridors of the Palace to the offices of the Sublime Porte. The Young Ottomans called as the first civil political actors in Ottoman History had begun to raise as the rival group against the power of the Sublime Porte. Especially the Young Ottomans opposed full hartedly the policies of Âlî and Fuad Pashas. But their critics were not always rightful. That is to say the Young Ottomans enjoyed very much as being rivals although Âlî and Fuad Pashas were under the burden of responsibility as the statesmen.
