Summary/Abstract: The era of territorial expansion of the Ottoman Empire had ended with the Peace of Karlovac (1699) as well as with the Treaty of Kyçyk Kainarxhi (1774) and had begun the period of intervention of European countries in internal affairs of the Sublime Porte. Meanwhile, in the Albanian areas under the Ottoman Empire, the economic and social situation of the population was aggravated and an additional factor in the deterioration, especially of the peasants position, was the process of spreading private property, thus increasing the illegal taxes on peasants. Consequently a small opportunity for employment of this warlike population was to enter military service, either as volunteer-mercenaries, or as imposed by the empire or even by powerful local feudal lords. On the other hand, at the end of the 18th century and the beginning of the 19th century, in the areas inhabited by Albanians were created autonomous pashaluks, who were only formally subject to the sultan.
