Summary/Abstract: The 1812 is a landmark in the history of Moldavia. F ollowing the Bucharest Peace Treaty of 16 May, it provides that the border between the two empires will be fixed on the river Prut. After the annexation of territory between Prut and Nistru rivers, into Bessarabia, the Russian government establishes a new form of administration. Paul Ciciagov, the commander - chief of the Russian army in Moldavia, Wallachia and the Black Sea fleet, after the Bucharest peace, instructed John Antonovich Capo d'Istria to prepare the draft for interim management of attached lands. Dur research aims to highlight the administrative changes that were made in Bessarabia after 1812, through both rules, adopted in 1812 and 1818 and the involvement of Moldavian boyars in the administration of the new province.
