Summary/Abstract: Accession to the Council of Europe, implies an obligation to harmonize the internal legislation of the Republic of Serbia with the EU. This is particularly true in the area of police and judicial cooperation. In this regard, a number of European documents provides for minimum rules for Member States regarding the protection of the most important social values from all forms of harm and threats to various forms of manifestation of terrorist offenses. This is understandable because in addition to protecting the security of each member state, and the security of the European Union as a whole, it is necessary to protect the basic social values protected by international law. Therefore, Republic of Serbia in December 2012, when amendments to the Criminal Code, in the group of crimes against humanity and other goods protected by international law foresaw criminal responsibility and punishment for the perpetrators of more terrorist offenses.
