Summary/Abstract: International terrorism threat is equally actual as actual were World Trade Center (WTC) and Pentagon attacks in the United States of America on September 11 2001. Nevertheless, international community yet lacks comprehensive document on prevention, punishment and combat terrorism, and thereby lacks definition which reflects on terrorist and freedom - fighter distinguishment. In such a manner, fundamental problem in legal regime of anti - terrorism combat establishment is mere to definition of terrorism, while another is dichotomy terrorist vs. freedom - fighter that is treated by this paper.
