Summary/Abstract: The reduction of individuals, engaged in the public sector, appears as conditio sine qua non, which would lead to fast social evolution in many dimensions – from increasing effectiveness of institutions to strengthening of Rule of Law through inculcation of justice. The positives from such political, social and legal act, which is not only grounded, but also extremely indispensable from situational and from strategical point of view, are obvious for each impartial observer, which in his essence of a citizen should to be aspired to higher individual and social standards of life.
