Summary/Abstract: In recent years, there has been an increasing number of vacant quotas in university placements made as a result of YKS exams. Undoubtedly, the culprits of this situation are the new universities and newly opened departments without any account or plan. It would be very difficult to say that these newly opened universities and their newly opened departments were designed to meet a current or future need. Unfortunately, the scarce resources of the country were wasted by spending on the buildings, laboratories and teaching staff of these newly opened universities. Today, the number of universities in our country is more than many European countries that produce technology. In this study, the negative effects of planlessness on our higher education system will be discussed and the reorganization of our higher education system will be discussed.
