Summary/Abstract: COVID-19 pandemic situation has affected either state, persons and their patrimonies. On European Union level, negative economic and social effects implied measures to stop their consequences, to harmonise, transform and to invigorate asymmetrical economies of the member states, and the National Plan for Recovery and Resilience is such measure.
