Summary/Abstract: We have to admit that all human activities are close connected to books. Inside of a transforming society, like ours, we need more and more to be perfectly informed; library, as the most appropriate informative, educational and recreative centre, needs to be a special place for readers, a place of spending a pleasant and useful time. More than that, its role is to offer the information the readers are asking for in a short time. From this point of view, the librarian became the liaison between readers and the information they need. We are the witnesses of a new reality, that changed the way we offer and receive information; it is about the process of transformation library which is going through, from the classical to the electronical one, who’ s based on computer services. Romanian librairies are going through the same process of transformation. Because of the lack of financial resources, this process was not to fast or uniform; on the contrary, sometimes it was quite slow and had many consequences. The most part of county librairies are using Tinlib as library computer programme; but some of them are using Alice or Biblis. Such programmes are quite expensive and there is very difficult for a city library, for example, to buy it. That is why I have created a library programme, starting from my personal experience on working with Tinlib and with Office soft. The programme was created in Access and it might be used by city or communal librairies, or even school librairies, because they have no financial support to buy a more proffesional soft. More than that, the programme might be used by county library branches, if we may create an appropriate network.
