Summary/Abstract: If in the field of the cultural management experts have tried to answer the question: What is the relation between culture and business, research workers in librarianship have tried to answer the following question: “Can libraries, as vanguard cultural establishments, become patterns for some successfully information and documentation duties?” Finding a perfect definition of the managing procedure, Fayol elaborated one of the classical definitions of management considering that the first five duties of a manager are: commend, organization, planning, control and implementation function. Shortly, regarding the person, a manager is a member in charge of the organization with the best results obtained by the other staff of the institution. As a process, the management is an action of “providing” and administrating the human, material and financial resources in order to accomplish the aimed purposes of the organization. Along time, theoreticians in the organizations management have emphasized either the automatic feature of an organization or the social dimension of human organization “which can be really seen as living systems.” The recent points of view focus on the transforming role of a leader in order to turn his / her own abilities to make changes by paying a special attention to the way the leader influences the manner people think. The supporters of this idea have as premises that an efficient management should be a result of the leader directly getting involved and obliged to secure autonomy to those lead members so that they may participate in managing or at least have the impression of a direct participation to it. In order to guide efficiently an organization a manager has to know how it works, to identify relevant patterns in organizing a certain institution. A good leading member knows what to do, knows that the main purpose of a library room is providing reading availability and access to information services towards readers; managers of different departments of a library know how to do it by practicing projects of the institution where they work.
