Summary/Abstract: Due to the scale of cyber operations, in the context of accelerated technological developments and the sometimes misuse of information and communication technologies (ICTs), we are witnessing new challenges generated by this phenomenon, challenges that could have destabilising and cascading effects, accompanied by increased risks of conflict. In the light of the evolving level of risks generated by increasing levels of computerisation and the growing impact of cyber-attacks on areas critical to the functioning of a state, this article seeks to answer the following questions: To what extent can both states and non-state actors still view the issue of cyber-conflict only from an ethical, even futuristic, perspective? Should cybersecurity be an issue of concern only to individual citizens or rather to state-level decision-makers, and should a global approach be taken at the international level? How much impact can a cyber operation have on a state? Is there a need for cybersecurity legislation at international level? Does legislation already exist in this area?
