Summary/Abstract: A spectre is haunting the European Union - the spectre of Smart Cities. There is no exhaustive, normative definition of the concept of Smart City in the European Union. The lack of this normative definition should not lead to the European Union's lack of concern about this concept and the sustainable future of urban development at European level. On the contrary, the flexibility of such a notion, more suitable for architects, urban planners, anthropologists and politicians, can lead to a flexibility of legal treatment and an easier evolution towards this desideratum through the financing that can be accessed by the Member States.
